RIPA Applicant Masterclass
Apply the seven decision points and prepare clear, lawful and defensible RIPA applications.
Service Description
This practical one-day workshop is designed for officers and practitioners responsible for preparing or gatekeeping applications under Regulation of Investigatory Powers Act 2000. It provides a clear understanding of when the legislation applies, where authorisation is required, and how to prepare compliant applications that support sound operational decision-making. The programme is structured around the seven decision points for covert surveillance: necessity, proportionality, collateral intrusion, confidential information, risk, local considerations and operational feasibility. Learners will explore how these core considerations should be addressed within applications to ensure all relevant factors are properly evidenced and clearly presented to the authorising officer. The course also focuses on preparing well-structured written applications, recording rationale, presenting intelligence effectively, and maintaining accountability and transparency throughout the authorisation process. Emphasis is placed on producing robust applications that support lawful, balanced and defensible decisions. By the end of the workshop, delegates will have greater confidence in applying the seven decision points and producing high-quality RIPA applications that meet current professional and legal expectations. Delivered by an expert trainer with extensive operational experience as an Authorising Officer, who has led Authorising Officer training programmes for the College of Policing for the past eight years. Learners benefit from practical insight, current best practice, and real-world understanding of lawful decision-making, and compliance. Ideal For Investigators, Enforcement Officers, Trading Standards, Regulatory Services, Intelligence Practitioners, Local Authority Officers and staff involved in covert surveillance and CHIS applications.
