The government introduced the revised serious and organised crime strategy in November 2018 which puts the onus on law enforcement to ensure management of organised crime groups and delivery against 4 key objectives:

To provide an understanding of the requirements of the Serious and Organised Crime Strategy and develop a comprehensive understanding of the role of the Lead Responsible Officer [LRO] and delivery of the 4P Plan

- Building the highest levels of defence and resilience in vulnerable people, communities, businesses and systems
- Stopping the problem at source, identifying and supporting those at risk of engaging in criminality
- Establishing a single, whole-system approach

- Understand the mechanisms of MoRiLE, PHIA Probability Yardsticks, P Bandings and Tiers in effective OCG Management
- Applying procedures to ensure proper tasking and record keeping.
